Decompose an n-qubit Clifford Tableau into a list of one/two qubit operations.
cirq.decompose_clifford_tableau_to_operations(
qubits: List['cirq.Qid'],

) -> List[cirq.Operation]
The implementation is based on Theorem 8 in [1].
